The current Master BillyHead promotion procedures are more complicated and difficult
to pass through than the previous. Under the new system, an eligible member
must be nominated to a panel member, either by themselves or a peer. The nomination would then be reviewed to
ensure that the nominee is eligible. If not, the nomination is discarded; however, if the user is eligible, they
are contacted and given a chance to terminate the nomination process begun on their behalf. When they verify that
they wish to continue the process, a post is made in a special Nomination Discussion forum for Panel members.
Once the post in Nomination Discussion is made, the Panel discusses the nomination. Each Panel
member is instructed to participate in the discussion to some degree before the nomination is stayed or forwarded. In
general, the Panel wishes to turn nominations around to some end within one week and may choose to remove the
nomination if it is not resolved in that time. That decision rests with the Administrator in control of the current
Panel.
Once the discussion is completed in the Panel, the five members vote; three votes are necessary
to pass a nomination on or to stop it. If the nomination is not passed on, a Panel member contacts the nominee to
inform them of their failure to complete the process, as well as the fact that they must wait a minimum of 90 days
before their nomination can be reconsidered. If it is forwarded to the next step of the process, a Panel member will
post the nomination in the Nomination Votes forum for further consideration.
Once the user's nomination is posted in Nomination Votes, the entire population of Master
BillyHeads at large gets to vote on the discussion. However, public discussion in this forum is prohibited. At the
end of a two week period--or at any point in the process where over 50% of the available Master votes have been cast
for promotion or declination--the final decision is made. If the majority of votes cast indicate the member should
be promoted, they are given their new title, rank graphic and allowed to participate in other future nominations. If not,
they are notified of the failure and informed of the 90 day waiting period before reconsideration.
In order for ANY promotion to Master BillyHead to be considered, they must meet one of the
following minimum requirements.
The requirements below have been superceeded effective February 1st, 2003. See Amendment One for more information.
The user must have attained BillyHead rank (300 posts) and have been a member of the board for at least
two months, OR;
The user must be of Senior BillyHead rank and a member of the board for at least four months.
Nominations that do not meet these basic criteria will not be passed on the Panel for review.
The Promotional Panel ("Panel") is a group of five members consisting of one Administrator, one
Moderator, two Master BillyHeads and one member of BillyHead rank with at least five hundred (500) posts. Each Panel
will serve a term of ninety (90) days.
The Administrator and Moderator positions will rotate through each staff member eligible for
the respective positions. (Administrators are not eligible for the Moderator positions.) The other three
positions will be appointed by majority vote of the website's staff. After those appointments are made, they are presented
to the entire board population for ratification. The nominations are considered ratified if less than fifty percent (50%)
of the votes cast on them are against the promotion. If a nomination is rejected, the staff will replace the member.
If time permits, the new nomination will again be put before the board population at large; if the end of the current panel
is too near to provide that vote, the nomination will be considered ratified so as to not hold up the nominations
process.
Amendment Two: Warning Level Restriction
Effective: 2003-02-01
An additional requirement has been put in place that forbids consideration of a nominee who
has a warning level of one or higher. In the event that a user receives a raised warning level for any
reason, they may have that level reduced by not receiving any like warnings in a time period determined by the
following scale:
Warning Level 1: 30 days
Warning Level 2: 45 days
Warning Level 3: 60 days
Warning Level 4: 75 days
Warning Level 5: 90 days
Warning levels must be reduced in reverse order; that is, to reduce a warning level of
three down to zero (and thus back to promotion eligibility), the user must not receive any of the same kind of
warning that previously resulted in their raised level for a period of: (60+45+30) = 135 days.
